Effective Date: 16 October 2025
Palmirico Online OÜ, an Estonian company with registry code 17185647 and headquartered at Tallinn Põhja-Tallinna linnaosa Telliskivi 57, 10412 (referred to as Palmirico Online OÜ or the Company), organises gambling via the www.hupislots.com website (hereinafter the hupislots.com or the Website).
The gambling organised by Palmirico Online OÜ on the Website includes casino games whereby bets are accepted from, and winnings are paid to customers via telecommunications.
Licenses:
- The Tax and Customs Board granted Palmirico Online OÜ the activity license no. HKT000103 for organizing games of chance on 18.07.2025.
- A subsequent license, operating permit no. , was issued by the Tax and Customs Board on HKL000505, permitting Palmirico Online OÜ to organize remote gambling games of chance.
Palmirico Online OÜ Game Providers and Licensing
Palmirico Online OÜ (Palmirico Online OÜ or the Company) manages a diverse range of casino games on the hupislots.com Website, each powered by various esteemed software providers. All games are provided under the Palmirico Online OÜ Online’s activity license and operating permit and are regulated by the Estonian Tax and Customs Board (hereinafter the EMTA).
1. General Provisions
1.1. Account Creation
1.1.1. When creating a gambling account on hupislots.com, the players (hereinafter also as the Customer) agree to and is bound by these terms and conditions (hereinafter the Rules). By registering, both the Customer and Palmirico Online OÜ enter into a service agreement based on these terms.
1.1.2. To begin playing, the Customer must log in via online banking and accept the Rules while confirming they are of legal age.
1.1.3. For Estonian residents, only individuals aged 21 and above can participate in casino games offered by Palmirico Online OÜ. For residents of other jurisdictions, individuals aged 18 and above can participate where it is legally allowed. If it is determined that the account holder has not reached the minimum age to participate in the gameany bets or winnings will be voided, and the deposited amount will be refunded, minus any applicable fees (25 euros per transaction). The account will then be suspended.
1.1.4. Customers must provide accurate and complete personal information when registering on the Website.
1.1.5. Creating multiple accounts on hupislots.com is strictly prohibited. If a user is found to have created duplicate accounts, all associated accounts will be immediately suspended.
1.1.6. Each account is personal. Only the registered individual can access and use it. hupislots.com is not liable for unauthorized access or misuse by third parties. Customers must keep their login details confidential. If security is compromised, the Customer shall notify Palmirico Online OÜ immediately.
1.1.7. Multiple account holders from the same household or family cannot place bets on identical outcomes or use them in combination to circumvent Rules or exceed betting limits.
1.1.8. Palmirico Online OÜ reserves the right to void bets if there's evidence of collusion or syndicate betting.
1.1.9. Customers cannot place bets on behalf of others or use other individuals' accounts. Palmirico Online OÜ can void such bets.
1.1.10. Customers are responsible for ensuring the accuracy of their personal and contact details. Palmirico Online OÜ may request additional verification details as needed. The Customer shall immediately notify Palmirico Online OÜ of their changed contact information.
1.1.11. By registering, Customers can opt in to receive promotional emails from Palmirico Online OÜ regarding the brands operated by either Palmirico Online OÜ or its partners. They can opt out at any time by accessing their account settings on the Website, clicking the unsubscribe link in the promotional email, or by contacting[email protected].
1.1.12. Communications sent to the email or postal address provided by the Customer are deemed delivered once sent.
1.2. Financial and Regional Regulations
1.2.1. Hupislots.com accepts only Customers who are residents of Estonia and Finland. Customers from other territories are not permitted to use the services.
1.2.2. Customers are responsible for any personal income taxes or other taxes that are not the operator's responsibility, as well as any fees on their winnings.
1.3. Account Verification
1.3.1. By registering, Customers consent to third-party verification checks to confirm identity and other details, in line with data protection laws.
1.3.2. Customer Verification is automatically done via online banking when making first deposit.
1.4. Responsibility and Fair Play
1.4.1. Palmirico Online OÜ provides its services on an "as-is" basis. Palmirico Online OÜ’s liability for losses arising from unforeseen circumstances is capped at the average account balance over the preceding six months. Should the unforeseen circumstances occur due to an error of Palmirico Online OÜ, then the losses caused by that error to the player will be compensated in full.
1.4.2. Bets may be voided in instances of evident errors, technical issues, or discrepancies in odds or paytables. Game malfunctions may result in voided bets, and any funds acquired from such malfunctions may be nullified.
1.4.3. Palmirico Online OÜ is not responsible for losses resulting from external factors beyond its control, including but not limited to natural disasters, wars, civil unrest, acts of terrorism, internet interruptions, or government actions. In the face of such force majeure events, Palmirico Online OÜ may temporarily suspend or terminate its services without prior notification.
1.4.4. Customers engaging in fraudulent activities, collusion, or any violations of the Rules may face account suspension, forfeiture of winnings, and potential legal actions.
1.5. Privacy and Intellectual Rights
1.5.1. Palmirico Online OÜ respects Customers' data privacy and adheres to data protection laws. All data is encrypted to prevent unauthorized access. More details are available in our Privacy Policy.
1.5.2. Intellectual property rights for hupislots.com content belong to Palmirico Online OÜ or its licensors. Customers aren't granted any rights to this intellectual property.
1.6. Dormant Accounts
1.6.1. Accounts that remain inactive for a period of 12 months will be considered "dormant." To maintain the integrity and security of our platform, Palmirico Online OÜ reserves the right to collect an administrative fee of 5 euros per month for a dormant account. Palmirico Online OÜ shall make reasonable efforts to contact the owner of the dormant account to inform said person about the application of the administrative dormant account fee to the account of the player 30 days in advance. No further administrative fee shall be deducted if the account balance of the customers reaches zero.
1.6.2. If Customers resume activity after the onset of dormancy, they can request a refund of the deducted administrative fee by contacting hupislots.com customer support.
2. Financial Transactions
2.1. General Transaction Terms and Conditions
2.1.1. Customers can manage their deposits and withdrawals via their hupislots.com wallet.
2.1.2. Palmirico Online OÜ reserves the right to set the reference exchange rate between EUR and other currencies for the purposes of payment limit specifications, bonus conditions, marketing materials and other Website content.
2.1.3. All financial transactions must be made using bank account registered solely in the Customer's name.
2.1.4. Direct transfers between different hupislots.com accounts are prohibited.
2.1.5. All winnings are credited to the Customer's hupislots.com account.
2.1.6. Betting on credit is prohibited. If funds are mistakenly credited to a Customer's account, hupislots.com has the right to reverse the transaction. If the balance becomes negative post-correction, the Customer must promptly repay the erroneously credited amount.
2.1.7. Hupislots.com reserves the right to limit the number of free transactions over a specific period.
2.1.8. Credit and financial institutions might charge fees for transactions. Customers are responsible for reviewing these terms independently.
2.1.9. Palmirico Online OÜ conducts thorough checks on all transactions to prevent money laundering. Palmirico Online OÜ may suspend accounts and withhold funds in compliance with the “Estonian Money Laundering and Terrorist Financing Prevention Act”. Enhanced due diligence may be applied to withdrawals of unused funds. More information can be found in our Anti-Money Laundering Policy.
2.2. Deposits
2.2.1. Deposits to hupislots.com wallet can be made via online banking only.
2.2.2. The minimum deposit amount is €20 or its equivalent in other currencies.
2.3. Withdrawals
2.3.1. Withdrawals will be processed using the same method and the same account as the original deposit.
2.3.2. Hupislots.com may set withdrawal limits based on payment provider.
2.3.3. The minimum withdrawal amount is set at €20 or its equivalent in other currencies. If the Customer chooses to withdraw funds without meeting the minimum withdrawal amount requirements, the associated payment system's transfer fee will be deducted.
2.3.4. Palmirico Online OÜ reserves the right to set a monthly withdrawal cap at €15,000 or its equivalent in other currencies. However, this limit may be increased for select Customers at Palmirico Online OÜ's discretion.
2.3.5. Palmirico Online OÜ services are strictly for entertainment purposes. Palmirico Online OÜ reserves the right to impose a minimum x1 wagering requirement on deposited funds if a Customer is suspected of misusing Palmirico Online OÜ services. If a Customer chooses to withdraw funds from their account without meeting the deposit wagering requirements, the associated payment system's transfer fee will be deducted.
2.3.6. All withdrawal requests undergo our security verification. Occasionally, this might cause slight delays.
2.3.7. To avoid delays, customers should use the same method for withdrawal as they did for deposits and ensure all provided information is accurate and complete.
2.3.8. Payouts shall be processed within a maximum period of 24 (twenty-four) hours from the time of the request, provided that the transaction is not subject to monitoring, review, or additional verification procedures.
3. Enhanced Verification Procedures
3.1. Verification Requirements
At hupislots.com, we are committed to maintaining a safe and secure gaming environment. To ensure the integrity of our platform and to comply with regulatory requirements, we may occasionally require additional documentation from our Customers.
3.2. Situational Verification
Based on certain transactional behaviors, we may request additional documents from our Customers regarding to:
- Proof of Address
- Proof of Payment Account Ownership
3.3. Proof of Address
For proof of address, the following documents are accepted:
- A recent utility bill (e.g., electricity, but not a mobile phone bill), not older than three months. Electronic bills are accepted.
- A bank or credit card statement, not older than three months and covering a three-month period.
- A residential insurance policy.
- A screenshot from Estonian resident portal, eesti.ee
3.4. Proof of Payment Account Ownership
For proof of payment account ownership, we may request a bank statement where personal information is shown.
3.5. Enhanced Verification
In situations where there are unusual or suspicious patterns in account holder’s activity, we may require further documentation or information to verify the legitimacy of the Customer's activities.

3.6. Non-compliance Consequences
If the Customer doesn't provide the required documents within 30 days of receiving a notice from hupislots.com, Palmirico Online OÜ reserves the right to nullify any winnings, refund the deposit (minus applicable fees, 25 euros per transaction), and suspend the account.
4. Bonuses
4.1. General Bonus Terms & Conditions
4.1.1. Palmirico Online OÜ occasionally extends bonus offers related to its services. All offers provided to a Customer are personal and intended solely for the recipient unless stated otherwise.
4.1.2. All bonus offers are strictly limited to one Customer and their family, home address, email address, IP address, telephone number, bank account, and one electronic device (computer, mobile phone, tablet, etc.).
4.1.3. All players can take advantage of bonuses, except for cases when the bonus has country restrictions and the player is a citizen of one of these countries.
4.1.4. Only one bonus can be activated at a time. Deposit bonuses cannot be combined.
4.1.5. A player has the right to refuse any bonus before activation without losing their own funds. Additionally, a player may remove an active bonus at any time before meeting its wagering requirements; however, this will result in the forfeiture of all bonus funds and any winnings associated with the bonus.
4.1.6. All bonuses are added according to the EET time zone.
4.1.7. Bonuses aren’t paid out to suspended hupislots.com accounts.
4.1.8. Bonus funds and any winnings obtained using them cannot be withdrawn until all respective bonus conditions are met. If a player has made a deposit associated with an active bonus but has not met the wagering requirements, the deposit cannot be withdrawn unless the active bonus is first removed. If a bonus is canceled, all associated bonus funds and winnings will be forfeited.
4.1.9. Some games, such as games with progressive jackpots or accumulating bonus games, are excluded from bonus wagering or contribute at reduced rates. Customers will be notified within the game if that specific game can’t be played using bonus funds.
4.1.10. Bonuses expire after a specified number of days from receipt, as detailed in the respective bonus terms. Bonus funds and any associated winnings will be removed once the bonus expiry date is reached and the bonus conditions haven’t been met.
4.1.11. You start playing with real money first, then with bonus money, and as soon as the bonus money is lost, the bonus also gets lost.
4.1.12. Bonuses are automatically cancelled upon the active balance reaching the amount of €0.05 or less. This term only applies to balance tied to a bonus, i.e., deposit + bonus or a bonus only (in case of a no-deposit bonus), and doesn’t apply to funds on a player’s balance gained from other deposits or bonuses.
4.1.13. The key conditions, including the minimum deposit amount, wagering requirements, bonus validity period, and other applicable rules, are specified in the respective bonus terms and conditions.
4.2. Bonus Abuse
4.2.1. The player is not allowed to abuse the bonus offers. In case of such abuse Palmirico Online OÜ has the right to prohibit the Customer to receive any bonuses and to cancel any winnings received using bonus funds, both at the moment of wagering and after it.
4.2.2. If bonus terms or the Rules are breached, or there’s evidence of a series of bets by a Customer or group ensuring a profit due to bonuses, free spins, or other offers, Palmirico Online OÜ can revoke the bonus.
4.2.3. If the Player uses such strategies, and if there is evidence and Palmirico Online OÜ can show that the Customer’s actions are aimed solely to obtain financial benefits using the bonus advantage, the Company reserves the right to cancel all Customer's winnings.
4.2.4. Strategies that may be considered as bonus abuse include but are not limited to:
- Utilizing low-risk betting systems: Using betting systems such as Martingale, D'Alembert, or any other strategy that minimizes risk and guarantees minimal losses, effectively manipulating the wagering requirements.
- Reducing the stake size of more than 80% after a large winning bet with aim of completing wagering with minimal risk.
- Betting on both outcomes in games with multiple betting options: Placing bets on both sides of a game where two outcomes are possible (e.g., red and black in Roulette) to ensure low-risk completion of wagering requirements.
- Exploiting game features to hedge bets: Using in-game features like double-up options after a win to maximize gains from a win and then betting minimally to fulfill the wagering requirements.
- Manipulating bonus rounds and free spins: Intentionally seeking out and using bonus rounds or free spins in specific games to increase winnings without significantly impacting the wagering requirements.
- Betting patterns that mimic software or system play: Displaying betting behaviors that closely resemble automated or system-based play, where the player consistently follows a specific algorithm or pattern that suggests non-random, strategic behavior aimed at maximizing bonus advantage.
4.2.5. Delaying any game round in any game, including free spins features and bonus features, to a later time when you have no more wagering requirement and/or performing new deposit(s) while having free spins features or bonus features still available in a game is prohibited and may lead to winnings being voided upon review.
4.2.6. The use of bonus funds purely to progress through the bonus stages is prohibited, particularly in the cases when bonus or cash funds are used purely to progress through the bonus stages (e.g. collecting 9 out of 10 coins to reach the bonus feature), and then final stages (e.g. playing to collect the final coin to reach 10 out of 10 and the bonus feature) are completed with cash bets when bonus funds have been forfeited, lost or wagering has been met, and converted to cash. All the winnings gained during that play may be considered void.
5. Responsible Gaming

5.2. Age Restrictions
In Estonia, the minimum age requirement to participate in Palmirico Online OÜ’s games is 21. Customers from other jurisdictions must adhere to their regional gambling age. Palmirico Online OÜ employs electronic age verification methods. If it is determined that the account holder has not reached the minimum age to participate in the gameby Palmirico Online OÜ will have winnings voided and may be reported to the relevant authorities.
5.3. Transaction History
Customers can access a comprehensive record of their transactions, deposits, and withdrawals when logged in under “game history”.
5.4. Gaming Limits
5.4.1. Customers have the option to set daily, weekly, or monthly limits on:
- Deposits
- Wagers
- Losses
5.4.2. Reducing or setting a new gaming limit will take effect immediately.
5.4.3. To revoke or increase the gaming limit, Customers must confirm their request at least 48 hours after making it.
5.4.4. Changes to the gaming limit will be applied only after confirming the initial request.
5.5. Maximum Session Duration
5.5.1. Customers can set a maximum duration for their gaming session.
5.5.2. Reducing the maximum duration or setting a new session limit will take effect immediately.
5.5.3. To revoke or increase the maximum session duration of the session control, Customers must confirm their request at least 48 hours after making it.
5.5.4. Changes to the session control will be applied only after confirming the initial request.
5.6. Cool-off Period
5.6.1. Customers can opt for a cooling-off period of up to 6 months, during which they can't make any deposits or play for real money.
5.6.2. Increasing the duration or setting a new cool-off period will be effective immediately.
5.6.3. To revoke or reduce the duration of the cool-off, Customers must confirm their request at least 7 days after making it.
5.6.4. Changes to the cool-off period will be applied only after confirming the initial request.
5.7. Self-Exclusion Period
5.7.1. Customers can self-exclude, preventing access to their accounts on all Palmirico Online OÜ’s brands for up to a year.
5.7.2. Setting a new self-exclusion period will be effective immediately.
5.7.3. To revoke the self-exclusion period, customers should contact hupislots.com customer support and confirm their decision between 7 and 14 days after the initial request.
5.7.4. Changes to the self-exclusion period will be applied only after confirming the initial request.
5.8. Gambling Restriction via HAMPI
5.8.1. Estonian residents can also request a gambling restriction through the Estonian Tax and Customs Board (EMTA). An application, signed with a digital identification acceptable in Estonia (e.g. mobile ID, Smart ID, ID card) requesting an individual to include themselves in the HAMPI self-exclusion list may also be sent to Palmirico Online OÜ. In that case, Palmirico Online OÜ shall forward said application to EMTA without delay. EMTA shall register the restriction within two (2) working days after the application has been forwarded by the Palmirico Online OÜ.
5.8.2. Individuals on EMTA’s gambling restriction list (HAMPI) are denied access to gamble with operators authorized to operate in Estonia, including Palmirico Online OÜ, services for the duration of the restriction. The gambling restriction set with EMTA across all Estonian-licensed operators shall last for a term of 6–36 months.
5.8.3. Individuals without acceptable digital identification applications acceptable in Estonia (e.g. mobile ID, Smart ID, ID card) cannot use the Company’s services to include them in the HAMPI list for setting a gambling restriction and must utilize the responsible gaming features available on the hupislots.com website to set their limits or turn to EMTA to be added to the HAMPI list.
5.9. Gaming Control Discrepancies
If Customers identify any inconsistencies in the responsible gambling limits, they must notify Palmirico Online OÜ immediately.
6. Rule Interpretation and Modifications
6.1. Rule Supremacy
In the event of discrepancies or ambiguities in the interpretation of the Rules, the Estonian version shall prevail.
6.2. Jurisdictional Compliance
Customers are responsible for ensuring their activities align with the laws of their jurisdiction. If remote gambling is prohibited in a Customer's residence, they must refrain from registering or using hupislots.com services.
6.3. Rule Amendments
Palmirico Online OÜ reserves the right to unilaterally amend these Rules for reasons including, but not limited to, legal compliance, clarifications, or fraud prevention. Any changes will be communicated via the Website, providing Customers a reasonable period (at least two weeks) to terminate their agreement if they disagree with the modifications. Failure to terminate within this period implies acceptance of the changes.
6.4. Rule Validity
Should any provision of these Rules be deemed invalid or unenforceable due to legal or regulatory reasons, it will not impact the validity of the remaining provisions.
7. Settlement of Customer Complaints
7.1. Submission Timeframe
All complaints and claims must be submitted within 14 days from the date the issue arose. Complaints received after this period will not be considered.

7.3. Resolution Timeframe
7.3.1. Customer complaints submitted to Palmirico Online OÜ will be addressed within a reasonable timeframe, but no later than two weeks. The Customer will be notified of the resolution via email.
7.3.2. If the complexity or other significant factors prevent Palmirico Online OÜ from resolving the complaint within the initial time frame, the Customer will be informed about the reasons for the delay and provided with a new estimated resolution deadline.
7.4. Escalation of Unresolved Complaints
If the resolution provided by Palmirico Online OÜ is unsatisfactory to the Customer, they have the option to escalate their complaint to the Estonian Consumer Protection and Technical Regulatory Authority at [email protected] or EMTA at [email protected].
8. Disclaimer of liabilities
8.1 By accepting these Rules you confirm your awareness of the fact that gambling may lead to losing money. Palmirico Online OÜ is not liable for any possible financial damage arising from your use of the Website.
8.2 Palmirico Online OÜ is not liable for any hardware or software defects, unstable or lost Internet connection, or any other technical errors that may limit access to the Website or prevent any players from uninterrupted play.
8.3 In the unlikely case where a wager is confirmed or a payment is performed by us in error, the Palmirico Online OÜ reserves the right to cancel all wagers accepted containing such an error, or to correct the mistake by re-settling all the wagers at the correct terms that should have been available at the time that the wager was placed in the absence of the error.
8.4 If Palmirico Online OÜ mistakenly credits your account with a deposit, bonus or winnings that do not belong to you, whether due to a technical issue, error in the paytables, human error or otherwise, the amount and/or the winnings from such bonus or deposit will remain Palmirico Online OÜ’s property and will be deducted from your account. If you have withdrawn funds that do not belong to you prior to us becoming aware of the error, the mistakenly paid amount will (without prejudice to other remedies and actions that may be available at law) constitute a debt owed by you to us. In the event of incorrect crediting, you are obliged to notify us immediately by email.
8.5 Palmirico Online OÜ, its directors, employees, partners, service providers:
- do not warrant that the software or the Website is/are fit for their purpose;
- do not warrant that the software and Website are free from errors;
- do not warrant that the Website and/or games will be accessible without interruptions;
- however, should the aforementioned errors and/or interruptions happen, Palmirico Online OÜ could be responsible for the damages occurred depending on the exact circumstances.
8.6 You acknowledge that the Company shall be the final decision-maker of whether you have violated the Rules in a manner that results in your suspension or permanent barring from participation on the Website.
9. Anti-fraud policy
9.1 The Company has a strict anti-fraud policy and utilises various anti-fraud tools and techniques. If the Customer is suspected of fraudulent actions including, but not limited to:
- participating in any type of collusion with other players,
- development of strategies aimed at gaining unfair winnings,
- fraudulent actions against other online casinos or payment providers,
- chargeback procedures with a credit card or denial of some payments made,
- creating two or more accounts
- low risk roulette play where the player bets equal stakes for both black/red or even/odd covering 25 or more out of 37 numbers on the table. (Placing bets on black/red only covers 36 of 37 possible numbers).
- other types of cheating
or becomes bankrupt in the country of their residence as a result of fraudulent activity, the Company reserves the right to terminate such Customer’s account and suspend and/or cancel all payouts to the player. This decision is at the sole discretion of the Company and the Customer will not be notified or informed about the reasons of such actions. The Company also reserves the right and may be obliged to inform applicable regulatory bodies of the fraudulent actions performed by the Customer.
9.2 In the event of chargeback at the account, the Company reserves the right to:
- claim further damages and financial losses from the player by contacting them via one of the methods provided during the registration process (i.e. phone, email, etc.);
- close Customer's personal account and/or discard all and any winnings gained as a result of such act or attempt to act.
9.3 The Company has zero tolerance to advantage play. Any Customer who will try to gain advantage of casino welcome offers or other promotions agrees that the Company reserves the right to void bonuses and any winnings from such bonuses, for the reasons of:
- use of stolen cards;
- chargebacks;
- providing incorrect registration data;
- providing forged documents;
- any other actions which may damage the Casino;
9.4 The Company reserves the right to close your account and to refund to you the amount on your account balance, if there is a reason to believe that you have participated in fraud, provided false information, or otherwise violate our general terms and conditions, at the Company’s absolute discretion and without any obligation to state a reason or give prior notice. The corresponding payment costs in the amount of 25 euros will be deducted from the balance to be paid out.
9.5 In order to verify a Customer’s account, the Company may require documents (ID, payment systems, utility bills etc.) in Latin or Cyrillic alphabet. In the case a Client does not have the opportunity to provide documents in the above-mentioned alphabets, the Company reserves the right to demand video verification where player shows his/her documents.
9.6 The Company reserves the right to retain payments, if suspicion or evidence exists of manipulation of the Company’s system. Criminal charges will be brought against any Client or any other person(s) who has/have manipulated the Company’s system or attempted to do so. The Company reserves the right to terminate and/or change any games or events being offered on the Website.
9.7 Should you become aware of any possible errors or incompleteness in the software, you agree to refrain from taking advantage of them. Moreover, you agree to report to the Company any error or incompleteness immediately. Should you fail to fulfill such obligations, the Company has a right to cancel all games and/ or winning in association with the respective error/incompleteness and the failed notification.
9.8 We will make reasonable efforts trying to contact you regarding the withdrawal of the funds, but if we are not able to reach you (by email or phone) in two (2) weeks from the date of the request for withdrawal, your account will be locked, since you have failed to pass the enhanced due diligence (EDD) procedure. Any player's winnings, whether acquired through gameplay with bonuses or using real funds, may be subject to withhold if the player fails to provide the required EDD information in its entirety within 30 days from the date of the request.
